2016-2017 Standard and Custom Incentive Program

PUBLIC SECTOR STANDARD AND CUSTOM PROGRAM

15% GreenSpring Bonus for all new Standard and Custom Incentive Program Applications submitted to the Department and received on January 30, 2017, or later

  • Projects in the following utility areas only are eligible for this bonus: Ameren Electric, Nicor, North Shore and Peoples Gas.
  • GreenSpring Bonus Cap of $50,000.
  • GreenSpring Bonuses will be applied as funds are available.
  • The following types of projects are excluded from this GreenSpring Bonus: LED Streetlights, HINGE, Key Accounts, New Construction, Aggregation.

No Standard and Custom Incentive Program Maximum: Waive $300,000 project cap for all facilities, if possible, break up large projects into multiple applications not to exceed $150,000 each

 
State and Federal facilities: Standard and Custom Incentive Programs have lifted the incentive cap from 75% of the Total Project Cost to 100% of the Total Project Cost

  • Incentive is still based on the Standard and Custom Incentive up to 100% of the Total Project Cost. 
  • Total Project Cost = Equipment + Labor. 
  • Applies to all new applications received from State and Federal facilities after Dec. 1, 2016. 

New Public Schools: Standard and Custom Incentive Programs are lifting the incentive cap from 75% of the Total Project Cost to 100% of the Total Project Cost

  • Incentive is still based on the Standard and Custom Incentive up to 100% of the Total Project Cost.
  • Total Project Cost = Equipment + Labor.
  • New Public Schools are public or charter school buildings that have never participated in the Standard and Custom Incentive Program.If you are unsure whether your school building has previously participated in the Standard or Custom Program, please contact Lisa Teubner at Illinois.energy@illinois.gov  or  217.785.7440.  
  • Applies to all new applications received from new public and new charter schools after Dec. 1, 2016. 

    All LED Streetlight upgrades are now $0.30/kWh.

      • Streetlights must be owned by the public sector entity.
      • The Department of Commerce & Economic Opportunity will apply the LED Streetlight incentive of $0.30/kWh.
      • kWh savings based on 4903 hours per year and reduced watts from the Standard Incentive Program application.
      • LED Streetlights are defined as a light illuminating a street or road, typically mounted on a tall pole.  This does not include parking lot lights. 
      • LED fixture must be listed at Design Lights Consortium, https://www.designlights.org 
      • The LED Streetlight promotion is instead of the incentive normally offered at $0.70/Watt, not in addition to.

      • Program implementers are providing full service programs to support LED Streetlights:

Free Boiler Tune-ups for Public and Charter Schools

 

    • Projects in the following utility areas only are eligible for this bonus: Nicor and Peoples Gas.
    • 75% incentive cap removed for Boiler Tune-Ups in Public Schools.
    • Projects that combine multiple Boiler System Efficiency Projects are still eligible, though only the Boiler Tune-Up measure may exceed the incentive cap.
    • Boiler output must be greater than 200,000 Btuh and must be heated via natural gas.
    • School hasn't received an IL ENERGY NOW rebate for Boiler Tune-Up in the last 36 months.

Increased Custom Incentive for large natural gas projects: HINGE

  • HINGE Incentive of $3.50 per therm for custom projects that save over 50,000 therms per year and less than 100,000 therms per year per building.
  • HINGE Incentive of $4.50 per therm for custom projects that save over 100,000 therms per year per building.
  • Not for any projects eligible under the Standard Incentive program.
