As part of the SEDAC retro-commissioning (RCx) program services will be delivered through a network of commissioning providers who operate in Ameren Illinois, Commonwealth Edison, Nicor, Peoples Gas, and North Shore Gas service territories and who have been trained in program protocols as well as participation processes.

Pre-qualified RCx service providers work through the Department of Commerce and Economic Opportunity (DCEO) Energy Efficiency Portfolio Standard (EEPS) program to provide services to approved clients. The RCx provider will conduct a facility assessment to diagnose problems and make recommendations for minor low-cost adjustments that can be made immediately. As well, the RCx provider makes recommendations for more substantial improvement opportunities. This assessment will incorporate cost, savings, and payback information.

Where applicable, the RCx study may involve an assessment of energy savings opportunities eligible for incentives through DCEO program offerings. In these cases, the incentive levels established by the DCEO programs will be used. Measures used for program planning purposes will include chilled and hot-water loop temperature controls, cleaning of air-cooled condenser coils, time clock controls for package systems, calibration, and other systems adjustments.
